Frances Young

Frances has over 30 years of planning, heritage, regeneration and development experience in both the private and public sectors and is experienced in managing large scale and complex housing and mixed-use projects, including listed buildings and sites in conservation areas.

Prior to setting up SY2 Planning, Frances was a Director of DLP Planning and managed the London office of DLP for four years. Before this, she was an Associate Director at Lichfields; an Associate at Tibbalds Monro (Architects and Planners); a Senior Planner at the London Borough of Camden and a researcher at the Centre of Environmental Studies. Frances is currently a Board member of Women in Social Housing.
Key Experience:
- Project managing applications for mixed-use and residential-led developments of 500+ homes.
- Extensive public and private sector experience with Housebuilders, Housing Associations and Local Authorities.
- Planning related research and analysis.
- Developing Planning Strategies.
- Advising on planning policy and submitting representations to national guidance and local plans.
- Undertaking planning appraisals and feasibility studies.
- Co-ordinating requests for pre-application advice.
- Drafting Planning Statements, Design and Access Statements, Statements of Community Involvement, Heritage Impact Assessments, Sequential Assessments and Health Impact Assessments.
- Managing multi-disciplinary consultant teams.
- Co-ordinating and submitting planning and listed building applications for projects of varying scales and complexity including estate regeneration, EIA development, listed buildings and sites in conservation areas.
- Negotiating s106 Agreements and planning conditions.
- Preparing written representations and evidence for Public Inquiries, Hearings and Examinations in Public.
- Liaising with stakeholders, undertaking resident and public consultation and organising project exhibitions, workshops, stakeholder engagement and public consultation.
- Presenting to Design Reviews, Members Forum and Planning Committees.
